Online applicationsto the UE “Dipmarket” are sent to the e-mail address or via online form “Online application”.

Online applicationis being conducted following the requirements of the current legislation of the Republic of Belarus.

You will receive a letter reply (a written notification) on your online application in cases where:

– the applicant in his onlineapplicationrequests to send a written response, or at the same time send a written response and reply to his e-mail address;

– anapplicationcontains the e-mail address, for which, due to technical reasons, it was not possible to deliver a response (notification).

Procedure for filing and reviewing of online applicationsin cases when applications are left without consideration

The procedure for filing applicationforms and sending them for consideration in accordance with their competence

Online applicationsare sent via the global computer network Internet to the e-mail address and (or) are placed in a special section “Online applications” on the official website in the global computer Internet network.

Online applicationsare submitted to organizations whose competence issued includedin the communications.

ОOrganizations receiving applications containing questions whose decisions do not fall within their competence within five working days send applicationsfor consideration to organizations in accordance with their competence and notify the applicants within the same period or within the same period in accordance with the procedure established by the Law Of the Republic of Belarus dated July 15, 2015 No. 306-Z “Applications of citizens and Legal Entities”, leave theapplicationwithout consideration on the merits and notify the applicants about it, explaining to which organization and in what order their questions would be resolved.

Online applicationsin which judicial decisions are appealed are returned to the applicants not later than five working days, explaining to them the procedure for appealing against judicial decisions.

Applicationscontaining information about a possible future offense, about offense being committed, or other offense must be forwarded by the organizations to which they entered tothe relevant law enforcement organization or other public agencies no later than within five working days.

It is prohibited to send complaints to organizations whose actions (omissions) are being appealed, except for cases when consideration of such a category of appeals falls within the exclusive competence of these organizations.

Abandonment of online applicationswithout consideration on the merits

Written applicationscan be left without consideration on the merits, if the applicationdoes not meet the requirements of online applications.

Anonymous electronic applicationsormessages which do not contain a last name, first name, patronymic (if any) or the initials of the citizen or the address of his residence (place of residence) or the name of the legal entity (full or short) or its location or specified data is not true, they are not subject to review if they do not contain information about the crime being planned at the moment.

If anapplicationis left without consideration on the merits, with the exception of the cases provided by the seventh paragraph of paragraph 1 of Article 15, Article 23 of the Law of the Republic of Belarus dated July 15, 2015 No. 306-Z “Electronic applicationsof citizens and legal entities”, the applicant within five working days will be notified that his applicationwill not be considered specifying the reasons why this decision has been made.

In the cases provided by paragraphs three and four of paragraph 1 of Article 15 of the Law of the Republic of Belarus dated July 15, 2015 No. 306-Z “Electronic applicationsof citizens and legal entities”, the applicants are also explained to which organization and in what order they should apply to resolve issues set in the appeals.

About the requirements toelectronic applications

1. Electronic applicationsare presented in the Belarusian or Russian languages.

2.1 Citizens’ online applicationsmust contain:

– name and (or) address of the organization or position of the person to whom the applicationis sent;
– last name, first name, patronymic (if any) or the initials of the citizen, the address of his residence (place of stay);
– the essence of the application;
– E-mail address

2.2 Electronic applicationsof legal entities and individual entrepreneurs should contain:

– name and (or) address of the organization or position of the person to whom the applicationis sent;
– full name of the legal entity and its location;
– the essence of the application;
– last name, first name, patronymic (if any) or the initials of the Chief or a person authorized to sign the applicationsin accordance with the established procedure;
– E-mail address

3. It is not allowed to use obscene or insulting words or expressions in applications.

4. Electronic copies of documents confirming their authority must be attached to online applicationssubmitted by the applicants’ representatives.

5. The applications should contain information on the results of their previous examination with an attachment (if available) of documents confirming this information.

About the necessity to provide with documents and (or) information attached to online application, and about the acceptable formats of such files

The acceptable formats of the attached documents and / or the information specified in the fourth paragraph of the first part of this clause in electronic form and their graphic images on paper (scans) are PortableDocumentFormat / A (PDF / A), OfficeOpen XML (DOCX), double format with the markup (DOC), RichTextFormat (RTF), text file (TXT), OpenDocumentFormat (ODT), format for archiving and compressingdata (ZIP, RAR), PortableNetworkGraphics (PNG), TaggedImageFileFormat (TIFF), JointPhotographExpertsGroup (JPEG), JointPhotographGroup JPG).

About the applicant’s right to withdraw an online application, to appeal against a response to such an application or a decision to leave it without consideration on the merits and about the procedure of implementation of such rights

Withdrawal of online application

The withdrawal ofan online application is made by submitting a written application or filing an application online in the same way as the online applicationwas sent.

Appealing against responses to applications

The organization’s response to the applicationor decision to leave the application without consideration on the merits may be appealed to the higher organization.
Information on the name, location and mode of operation of higher organizations is posted on the official website under the heading “One window”.

Abandonment of applicationswithout consideration on the merits

Written applicationscan be left without consideration on the merits, if the applicationdo not meet the requirements of online applications.

Anonymous applications, i.e.messages of applicants, which do not contain a last name, first name, patronymic (if any) or the initials of the citizen or the address of his residence (place of residence) or the name of the legal entity (full or short) or its location or specified data is not true, are not subject to review, if they do not contain information about the crime being prepared, committing at the moment or will be committed.

If anapplicationis left without consideration on the merits, with the exception of the cases provided by the seventh paragraph of paragraph 1 of Article 15, Article 23 of the Law of the Republic of Belarus dated July 15, 2015 No. 306-Z “Aboutelectronic applicationsof citizens and legal entities”, the applicant within five working days will be notified of the abandonment of the application without consideration on the merits, specifying the reasons for such a decision.

In the cases provided by paragraphs three and four of paragraph 1 of Article 15 of the Law of the Republic of Belarus dated July 15, 2015 No. 306-Z “AboutElectronicapplicationsof citizens and legal entities”, the applicants are also explained to which organization and in what order should they contact to resolve issues stated in the application.

About the possibility of posting on the website of thepublic agency and other public organization of replies to electronicapplicationsof similar content from different applicants, which are widespread (more than ten applications), without sending replies (notifications) to applicants

In case of incoming online applicationsof similar content from different applicants are widespread (more than ten applications), responses to such applications, by the decision of the head of a publicentity or other publicorganization or a person authorized by him to sign, in accordance with the established procedure, responses to applicationsmay be placed on the official website of a publicentity or other publicorganization in the global computer network of the Internet without sending responses (notifications) to applicants.
